But rememberstate and local education policies change all the time. So thats not to say that you wont be required/able to take the ACT or SAT for free at some point in the future. It also gives you a (usually) free opportunity to polish your test-taking skills and get your first test out of the way (most students do better on their second exam). Federalism and Poverty Essay Federalism and Poverty Essay in the United States Many Americans believe that the federal government is too big, both in the number of agencies it directs and in the scope of its powers. Some people also think that the daily business of Capitol Hill has no effect on their lives, in part because they believe that politicians do not understand their problems. This dissatisfaction with Washington, D.C., in recent years has renewed debate over the division of power between federal and state and local governments. Federalismthe sharing of power between the states and the national governmenthas been a major issue throughout U.S. history. Thomas R. Dye defines federalism as a division of power between two separate authoritiesthe nation and the stateseach of which enforces its own laws directly on its citizens (Dye, 1999, p.98). When the U.S. Constitution established the federal government in 1787, it only exercised limited or enumerated powers, such as making treaties and printing money. The Tenth Amendment of the Bill of Rights, ratified in 1791, clarified that all other powers belonged to the states: The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people, (U.S. Const. , 1791, Amend. 10). Over the years, in response to national crisis, many of the governments powers, particularly those over social programs, were centralized to the federal level. However, in recent years, an increasing number of people on Capitol Hill and across the country want to devolve, or transfer, power from Washington, D.C. to state and local governments. After the 1994 elections, the Republican majority in Congress pursued the devolution agenda as part of the partys Contract with America. According to Michael S. Greve, One crown jewel of the devolution campaignwas the 1996 welfare reform, which replaced the federal Aid to Families with Dependent Children program, a set of very stringent, categorical federal requirements, with block grants to the states (Greve, 1999,p. 120). Within general federal guidelines, the states are permitted to design and implement their own welfare programs. State governments are largely responsible for managing the budgets and enforcing the laws in many policy areas, such as poverty and education. Many members of Congress want the states to take on even greater authority in these areas and other, including environmental protection and crime control. Some experts believe that state governments will be able to tackle these problems more effectively and efficiently than Washington. Others, however, doubt that the federal government will provide adequate funds and worry that some states do not have the necessary infrastructure to offer adequate services. Before the Great Depression, aid to the poor came mostly from churches and charity organizations. When millions of Americans fell into poverty in the 1930s, however, charities and state governments were not financially equipped to provide for the needy, and there was no federal policy in place to provide aid to low-income people. President Franklin Roosevelt and Congress wrote landmark legislation, known collectively as the New Deal, to combat the effects of the Great Depression. The new legislation included massive job programs that provided work for unemployed Americans. Other programs, like Aid to Families with Dependent Children and Social Security, offered financial assistance to people who could not work because of family responsibilities, age, or disability. This legislation also marked the beginning of an era of centralization; control over many services became more concentrated in the federal government. The legacy of Roosevelts New Deal continued with President Lyndon Johnsons War on Poverty three decades later. In 1964, in the annual message to the Congress on the State of the Union, President Johnson declared that no society could be great with poverty in its midst (Johnson, 1964). Johnson implemented social programs designed to eliminate poverty by moving people up the social ladder through vocational education and job training. He also promoted programs, such as food stamps, Medicare, and Medicaid, to help poor and older Americans get enough food and adequate health care. Johnson called his plan the Great Society. Because all these investors have combined their money, they can afford to buy many different stocks. A mutual fund is managed by a portfolio manager. He or she controls all of the investors' money and invest it into a group of stocks or bonds and decides how much to invest in each stock. A mutual fund has a price, like a stock (Net Asset Value). It tells you how much one share of that mutual fund costs. When you buy stock, you have to pay a commission. However, the fees involved with investing in a mutual fund are often much less in comparison. There are currently over 6,000 mutual funds available to investors and each one has its own unique style of investing. Here are some of the funds that you may want to consider: Balanced Fund: These funds are probably best for conservative investors (those who try to minimize their risk). These funds often invest in many different stocks and bonds. Some balanced funds invest in over 200 stocks. By doing this, they minimize your risk while also providing fairly stable growth. Dividend Growth: These mutual funds use a special kind of investing strategy. They look for stocks that pay dividends and determine the health of the company by seeing how fast the dividend payments are growing. When a company is doing well, it often raises its dividends. The fund managers look at these as the key factor in deciding which stocks to buy. Companies that pay dividends are often large, well-established companies. Therefore, dividend growth funds are fairly safe investments but they also provide quite a bit of growth. Capitalization Funds: These funds invest in companies whose market capitalization (the total value of all of their stock) falls into their area. Small-cap stocks are those that have market caps of less than $1 billion. Mid-cap stocks are those with market caps in the range of $1-5 billion. Large-cap stocks are those with market capitalizations of at least $5 billion. Index funds: are seen as the best type of mutual funds to invest in because they outperform 85% of all mutual funds. These funds invest in stocks that make up stock indexes such as the S&P 500. These funds also have fewer fees because they buy and sell stocks less often. Also, because they sell stocks less often, the capital gains are usually seen as long-term so you will pay less when tax season comes around. Than your insurance could potentially deny the whole procedure leaving you with the bill and the headache of getting it sorted out. The other side of the coin is that with copy/paste function being used could make it to where someone else’s insurance gets billed if the last copied document is from another’s file than they clicked onto your file and though they highlighted something new but didn’t causing a whole new set of problems. 3. What measures can a hospital take to improve data integrity in their EHR while still achieving their goal of streamlining the documentation process? There needs to be educational training on the functionality of the copy/paste function and when and where it should and should not be used. EHR professionals need to come up with some new software applications that would cut down on the amount of functions that can be implemented into one document without a review by a trained professional. New better software and proper training is the way to go in my opinion. Don’t let staff get lazy and complacent with using the copy/paste function. 1. What impact can a hybrid record have on patient care? The hybrid record could have negative and positive effects on patient care. One negative effect would be that it would take longer to access and put together if a whole file is requested. Another negative would be just where exactly is all of these paper records being kept. A positive effect of the hybrid record is that if the computer system is compromised in some way there would be a paper record. 2. How might the hybrid record change health information management? The hybrid record would change health information management because you would have to have employees to care for all these records, as well as employees for the computer files thus creating more staff and costing more. There would of course have to be training on how to properly handle the hybrid record having thus an effect on the health information management team. Who would have to implement training, schedule personnel off to take the training find yet others to cover for that training. Again costing more money and time. 3. How might a hospital overcome some of the issues created by the hybrid record? To overcome some issues created by the hybrid record you would have to have good education/training in implementation of new data, new software and soft- ware development. Different sections of the hospital should help in the development of software that would be beneficial to the entire hospital or clinic, so that no one section is left out of the decision process, so all need are attempted to be met. Educate not only the HIM staff but the hospital or clinic as a whole so that everyone knows where things are kept and how they are stored.

Relationship of the United States and Japan

The earliest contact between both countries was through merchants and explorers. Later in the mid-1800s several representatives from the U.S. traveled to Japan in order to negotiate trade agreements, including Commodore Matthew Perry in 1852 who negotiated the first trade treaty and the Convention of Kanagawa. Likewise, a Japanese delegation came to the U.S. in 1860 in hopes of strengthening diplomatic and trade relations between both countries. World War II World War II saw the countries pitted against each other after the Japanese bombed the American naval base at  Pearl Harbor, Hawaii, in 1941. The war ended in 1945 after Japan suffered tremendous causalities from the atomic bombing of Hiroshima and Nagasaki and the firebombing of Tokyo. Korean War Both China and the US got involved in the Korean War in support of the North and the South respectively. This was the only time when soldiers from both countries actually fought as the U.S./U.N. forces battled Chinese soldiers upon Chinas official entrance in the war to counter American involvement. Surrender On August 14, 1945, Japan surrendered leading to an occupation by the victorious Allied forces. Upon gaining control of Japan, U.S. President Harry Truman appointed General Douglas MacArthur as Supreme Commander of the Allied Powers in Japan. The Allied forces worked on the reconstruction of Japan, as well as consolidating political legitimacy by publicly standing on the side of Emperor Hirohito. This allowed MacArthur to work within the political system. By the end of 1945, approximately 350,000 U.S. servicemen were in Japan working on a wide variety of projects. Post War Transformation Under Allied control, Japan undertook a remarkable transformation characterized by the new constitution of Japan which emphasized democratic principles, educational and economic reform, and demilitarization which was embedded in the new Japanese constitution. As the reforms took place MacArthur gradually shifted political control over to the Japanese culminating in the 1952 Treaty of San Francisco which officially ended the occupation. This framework was the beginning of a close relationship between both countries that lasts until this day. Close Cooperation The period after the San Francisco treaty has been characterized by close cooperation between both countries, with 47,000 US military servicemen remaining in Japan by invitation of the Japanese government. Economic cooperation has also been playing a large role in the relationship with the US providing Japan with significant amounts of aid in the post-war periods as Japan became an ally in the Cold War. The partnership has resulted in the reemergence of the Japanese economy which remains one of the strongest economies in the region.
